Defense Secretary Donald Rumsfeld displays a stern countenance Wednesday as he listens to Gen. Richard Myers testify before the Senate Appropriations Committee. Rumsfeld and Myers, the chairman of the Joint Chiefs of Staff, addressed the panel as part of President Bush’s 2004 supplemental request for $87 billion to aid reconstruction efforts in Iraq and Afghanistan.
