Cook County Commissioner Mike Quigley (D) will succeed White House Chief of Staff Rahm Emanuel in Illinois’ 5th district. With 68 percent of precincts reporting, Quigley defeated Rosanna Pulido (R) and a little-known Green Party candidate with 71 percent of the vote for the House seat, according to the Associated Press.

Quigley defeated a crowded field that included four other elected officials to win the Democratic nomination in a primary last month, but was expected to win Tuesday’s general election. The north Chicago area district has traditionally voted for Democrats, electing a Republican only once for a single term in the seat’s almost 60-year history.

Quigley won his first term to the House, however, without the vote of its former Congressman. Emanuel issued a statement, according to the Chicago Tribune, saying he forgot to cast his ballot in the general election.

“After voting by absentee ballot in the primary, I realized earlier this week that I had failed to meet the deadline to apply for my absentee ballot for the general election,— Emanuel reportedly stated.

Also according to the Tribune, Quigley is scheduled to be sworn into Congress on April 21.
