“Old Harry” Parker talks on a phone on June 18, 1937, outside the House Ways and Means Committee room on Capitol Hill. At the time, Parker’s job was to guard the doors to the committee room, and he had done so for more than 50 years. His other duties included preparing notepads for use by Members on the committee and checking the ice-water coolers.
