We don’t know what the joke was, but it sure struck Reps. Paul Tonko and Donna Edwards as funny. They were leaving the House Democratic Caucus meeting Wednesday when the giggles hit. I love it when we catch such a real moment with Members, who usually are so guarded during their workday.
