The Senate returns from its weeklong recess Tuesday and is expected to resume work on the fiscal 2012 minibus appropriations measure. The House will consider, among other things, a pair of bills aimed at boosting access to capital before departing for another week away from Washington.

Cain at AEI. GOP presidential candidate Herman Cain talks with Kevin Hassett of the American Enterprise Institute about his 9-9-9 tax plan. Following the discussion, a panel of experts will debate the pros and cons of the proposal.

Boehner in Kentucky. Speaker John Boehner will talk about the “jobs crisis” at the University of Louisville’s McConnell Center.
