The House considers a bill that would require the president to submit a supplemental budget to reach balance if the one he submits for fiscal 2014 does not show a path to a balanced budget.

The Senate is not in session while the parties hold their policy retreats. The chamber reconvenes at 9:30 a.m. Thursday and resumes consideration of a bill to reauthorize the Violence Against Women Act for five years.
