For example, there's a situation where there's an estimation of somewhere between $700 billion and a one-trillion-three-hundred billion dollars, if we hire up more IRS agents and we go after those folks who are avoiding taxes at the top end. 22

But for example, if you have a capital gain, you're a wealthy person, you're about to cash-in, you bought a million-dollars' worth of stock, now it's worth it's worth one-million-five-hundred-thousand, you're going to cash it in, and god forbid, on the way to cash it in, you figure being hit by a truck and you die, that gets left to your son or daughter; they pay none of the capital gains you would have had to pay. 24
