“I was on calls as a comms person helping to get the word out to the folks in the district about what federal emergency loans and emergency grants and services were available,” Phelps said.
“What I was looking at on the news — it didn’t feel real,” he says.
Cawthorn, who uses a wheelchair, said sleeping in his office has so far suited his needs when in Washington, and it allows him to work late without having to worry about a commute.
