The close floor vote then was 47-53. Were a similar vote held today, it would undoubtedly have more support though it is not clear if enough Republicans would join in to make it veto-proof.
The way the Senate divided, Republicans held a 48-47 majority. With Morse the independent and with Republican Richard Nixon assuming the vice presidency, the GOP could hold sway over the chamber.
