Paul’s amendment was defeated on a nearly party-line, 44-50 vote. Only retiring Democratic Sen. Joe Manchin III, from deep-red West Virginia, voted with the Republicans.
The Paul amendment had a 60-vote threshold for adoption. The chamber had originally been set to vote on Indiana Sen.
The poll, by the Democratically aligned Public Policy Polling firm, surveyed 633 registered voters across the districts on Aug. 25 and 26 through telephone and text message surveys.
