Construction workers on the job Thursday must have expected cooler temperatures than the 69 degrees displayed on thermometers during the afternoon. Some of the workers, tasked to Independence Avenue in front of the Longworth House Office Building, had to shed their outer layers to stay comfortable while doing road work.
