Head Start

Talk about your youth vote. In May 1971, these three teens weren’t interested in the Beatles, the Stones or the latest teen idol.

For them, the chance to meet a fresh-faced Sen. Edward Kennedy (D-Mass.) was worth the drive from their Bay area homes to San Francisco, where Kennedy was appearing at the KGO television studio.

But just who are these three young politicos? The 13-year-old boy on the right is one-time Democratic stargazer turned Republican Congressman, former Rep. James Rogan of California. The youngster in the middle is Roger Mahan, a budget analyst on the House Budget Committee, and their taller buddy on the far left is Dan Swanson, a partner at the law firm Gibson Dunn & Crutcher in Los Angeles.

In 1974, Rogan was able to get Kennedy to sign the photo: “To James with best wishes to you. Ted Kennedy. 1974.”
