Diplomatic Mission

With crisis brewing in Haiti, Secretary of State Colin Powell testified before the Senate Budget Committee last Thursday on President Bush’s proposed international affairs budget for fiscal 2005. Not surprisingly, the subject of the insurgency against Haitian President Jean-Bertrand Aristide came up, with Powell telling the panel that the United States would consider participating in an international security force if a political settlement could be reached.
