A recently inaugurated President John F. Kennedy joins hands with Speaker Sam Rayburn (D-Texas) and Vice President Lyndon Johnson in a show of teamwork to come in the 87th Congress. Rayburn faced the tough task of shepherding progressive legislation Kennedy had championed during his 1960 campaign through a coalition of conservative Democrats who held sway with the Rules Committee.
