[IMGCAP(1)]From left: Speaker Tip O’Neill (D-Mass.), President Ronald Reagan and House Minority Leader Robert Michel (R-Ill.) share a laugh at a 1983 St. Patrick’s Day luncheon on Capitol Hill.
