Senate Majority Leader Trent Lott (R-Miss.) tells reporters on Dec. 16, 2000, that the High-Speed Rail Investment Act will have to wait until the next Congress. Republican leaders scuttled the bill from a final budget package but vowed to revive it in the 107th Congress. The bill, sponsored by Amtrak rider and then-Sen. Joseph Biden (D-Del.), was never passed.
