The House Republican Conference would be open to the [@url@$3 trillion debt ceiling proposal@https://www.rollcall.com/news/mcconnell_negotiators_close_to_3t_debt_deal-207864-1.html@] that Senators described during the Sunday morning politics shows, House Majority Whip Kevin McCarthy said.

“It’s moving in the right direction. … It looks as though the framework could be there, but we’ll wait to see the details,” the California Republican said in on “Fox News Sunday.”

His Conference could also be flexible about the role of a constitutional amendment to balance the budget.

The conservative members of the House GOP Conference have said that any debt limit increase must be tied to the passage of a balanced budget amendment in both chambers. But the Senate voted down a plan that included such a requirement Friday night, and while Senate Minority Leader Mitch McConnell (R-Ky.) said on CNN’s “State of the Union” on Sunday that his chamber would vote on such an amendment, he dodged questions about whether its passage was a requirement under the new deal.

McCarthy said Republicans could potentially support a deal that promised a vote but did not make its passage necessary if the package achieves the spending cuts that the House GOP is seeking.

“That’s one element,” he said. “We have to look overall. We have laid out a clear framework — no increases, no increase in the debt limit without the cuts equal to that. We want to see a balanced budget.”
