Happy birthday, Bret Manley!

Manley, Rep. Jeff Denham’s (R-Calif.) legislative director, turns 29 today.

To commemorate his special day, a couple of his dearest friends decided to indulge his love of streamers — and hatred of using his car — by covering it with streamers in such a way that he can’t open the door to operate it. Oh, those wacky kids.
