The Senate considers a resolution to authorize committee expenditures for the remainder of fiscal 2013. The chamber will recess from 12:30 to 2:15 p.m. for caucus lunches.

The House considers two measures under suspension of the rules: one that would require the president’s budget to provide an estimate of the cost per taxpayer of the deficit and the other on tobacco smuggling in U.S. territories.
