Sen. Rand Paul continued to block procedural motions to advance a National Security Agency surveillance bill on Monday, even as he acknowledged the legislation would “ultimately pass,” setting up a cloture vote on the measure Tuesday morning.Majority Leader Mitch McConnell came to the floor Monday afternoon seeking unanimous consent to vote on a motion to invoke cloture on the USA Freedom Act, the House-passed surveillance overhaul legislation, but Paul objected, asking for votes on additional amendments.“It’s time to get the job done on FISA,” McConnell said. “… From the beginning of this debate, I had aimed to give senators a chance to advance bipartisan compromise legislation through the regular order. That’s why I offered extension proposals that sought to create the space needed to do that.
