Congress is scrambling to pass another stopgap funding bill this week to avoid a partial government shutdown. CQ Roll Call’s David Lerman, Aidan Quigley and Paul M. Krawzak outline the political and logistical obstacles lawmakers face while they also try to make headway on final appropriations.
