Members of Congress Welcome ‘Son of Roth-Kemp’ Into the World

Several colleagues of Sen. Bill Roth (center) gathered with the Delaware Republican in October 1978 to share a cigar and celebrate a birth. In this case, it was the birth of the “Son of Roth-Kemp,” an amendment to Roth’s Roth-Kemp proposal that aimed to cut taxes by 33 percent. Roth, who died last year, is surrounded by (from left) Rep. John Rhodes, Rep. Barber Conable, Sen. Howard Baker and Sen. Henry Bellmon.
