Last Thursday, Reps. Tom Lantos (D-Calif.) and Christopher Shays (R-Conn.) introduced the Pets Evacuation and Transportation Standards Act, which would require local and state officials to include household pets and service animals in their evacuation plans. Giving the press conference a friendly face, D.C. Humane Society Executive Director Howard Nelson holds Frankie and Rosie, who were recently rescued from New Orleans. How can Congress say no to them?
