Jimmy Wayne, a former foster youth and now a spokesman for Court Appointed Special Advocates, performs in the House Ways and Means Committee hearing room in Longworth as part of a briefing in conjunction with First Focus, a children’s advocacy organization. Wayne is a country singer and the author of the novel “Paper Angels.”
