A man who identified himself as “Castro” shows off his Puerto Rican bona fides Saturday at the 116th Street Festival in New York. The event, which takes place in East Harlem, bills itself as the largest Latin festival in the Northeast. Democratic House candidate Adriano Espaillat, who is trying to unseat longtime incumbent Rep. Charlie Rangel in a primary contest, spoke to the crowd.
