The House begins consideration of a bill that would require the president to submit a budget that shows eventual balance.

The Senate is not in session Tuesday and Wednesday while the parties hold their policy retreats. The chamber reconvenes at 9:30 a.m. Thursday and resumes consideration of a bill to reauthorize the Violence Against Women Act for five years.
