EMILY’s List named Lucinda Guinn vice president of independent expenditures for the 2016 cycle, according to a release provided first to CQ Roll Call.  

In this role, Guinn will be tasked with running the Women Vote! program, which spends millions of dollars in support of the group’s endorsed gubernatorial, Senate and House candidates. An EMILY’s List aide said Guinn will also oversee potential spending in targeted state-level races that could impact redistricting in 2020.  

Guinn will work with Denise Feriozzi, the group’s deputy executive director , who will run independent expenditures supporting former Secretary of State Hillary Rodham Clinton’s likely presidential bid.  

EMILY’s List helps elect Democratic women who support abortion rights. It spent $14 million in independent expenditures in 11 states last cycle to support gubernatorial, Senate and House candidates. But for 2016, with Clinton expected to run for president, the group intends to spend more.  

The group endorsed two Senate candidates on Thursday who are running for open seats in solidly Democratic states but are expected to face competitive primaries: Maryland Rep. Donna Edwards and California Attorney General Kamala Harris.  

Guinn, who joined EMILY’s List as director of the Women Vote! program in December 2013, previously served as political director of the Gay & Lesbian Victory Fund, which supports LGBT candidates. In the 2012 cycle, the Texas-native was the western political director at the Democratic Congressional Campaign Committee.
