Dunford: US ‘Technically Not at War’ With ISIS

During a house hearing Tuesday on U.S. strategy in Iraq and Syria, Gen. Joseph F. Duncan Jr., chairman of the Joint Chiefs of Staff, told lawmakers the U.S. is “technically not at war” with the Islamic State.
