Speaker Paul D. Ryan predicted Thursday the four-week continuing resolution will pass, despite lingering questions about whether the votes have been secured.

“I have confidence we’ll pass this because I think members understand, ‘Why on earth would we want a government shutdown?’” the Wisconsin Republican said.

Ryan said “it is just unconscionable” that Democrats are threatening to shut down the government over immigration.

The speaker went on to quote Senate Minority Leader Charles E. Schumer saying in 2013 when comprehensive immigration talks were underway, “We could say we’re shutting down the government until you pass immigration reform. It would be governmental chaos.”

“This strategy is governmental chaos,” Ryan said. “I could not agree more.”

Regarding confusion about President Donald Trump tweeting about the Children’s Health Insurance Program and whether he supported the House CR with a six-year CHIP extension, Ryan said he spoke with Trump Thursday morning after the tweet and the president made clear he is backing the CR.

“He fully supports passing what we’re bringing to the floor today,” Ryan said.
