Tribute marks moment of first plane hitting the World Trade Center

Lawmakers gathered on the House steps Wednesday morning to observe a moment of silence on the 18th anniversary of the September 11 terrorist attacks. The tribute began at 8:46 a.m., marking the moment the first plane hit the North Tower of the World Trade Center in 2001.
