Watch: Mfume returns to the House, replacing the late Elijah Cummings

Speaker Nancy Pelosi swore-in Rep. Kweisi Mfume on the House floor Tuesday morning. Mfume was elected to replace the late Elijah E. Cummings, who died late last year.
