Tourists look up at the small rotunda in the Old Senate Chamber of the Capitol on Oct. 23. The small rotunda was designed by Benjamin Henry Latrobe and constructed after the fire of 1814 to light corridors and circulate air, according to the Office of the Architect of the Capitol.
