Congress returned from the July Fourth recess this week to the news of Sen. Lindsey Graham’s death. Highlights of the week included confirmation hearings for Acting Attorney General Todd Blanche and DNI nominee Jay Clayton, national hot dog day and the start of a new reconciliation process in the House Budget Committee.
