McConnell put finishing up the fiscal 2019 spending bills and a House-Senate agreement on the farm bill on the top of the “lame duck” legislating list.
But as chief executive, he has yet to sign a single major bipartisan bill other than one last month to combat the opioid crisis — and that one was mostly hashed out by lawmakers.
