Life Before Congress

Before he began serving the people of Portland as the Representative of Oregon’s 3rd district, Earl Blumenauer was working for Rose City residents as a Multnomah County commissioner. Blumenauer is shown here at a board of commissioners meeting in 1979. He served on the commission from 1978 to 1985, then worked as a Portland city commissioner from 1986 to 1996. He was elected to Congress in 1996.
