Cutting Room Floor: A Reparation

[IMGCAP(1)]Warrant Officer Phillip O’Donnell, a Stafford, Va., resident and Vietnam War veteran who served in the Marine Corps and the Army, receives the Bronze Star Medal in an emotional ceremony.
