White House Chief of Staff William Daley announced a slew of staff changes Thursday, including that Jay Carney will replace Robert Gibbs as press secretary.

“Today, I am pleased to announce a number of important White House personnel decisions. I believe these decisions will bring greater clarity to our structure and roles and will enhance coordination and collaboration among us. I am excited about these changes and I look forward to working with all of you — those in existing roles as well as those filling new roles — in the weeks and months ahead. We have a great team,” Daley said in a staff e-mail sent out Thursday afternoon.

“My mission is to get the most out of the great talent that President Obama has brought to the White House so that we can all help him effectively serve and lead the American people,” he added.

Carney, the most high-profile change, is currently the communications director for Vice President Joseph Biden. He was a reporter for Time magazine from 1993 until 2008, when he became bureau chief.

Daley also announced the addition of two new deputy chiefs of staff: Nancy-Ann DeParle, who currently runs the White House Office of Health Reform, and Alyssa Mastromonaco, the current White House director of scheduling and advance.

Other notable changes include Stephanie Cutter as deputy to senior adviser David Plouffe, David Lane as counselor to Daley and Rob Nabors as the new director of legislative affairs. Nabors, a former official at the Office of Management and Budget, replaces Phil Schiliro.

“Some of you may have heard that Phil Schiliro’s intention was to leave the White House at the end of the last Congress,” Daley said. “Phil has made extraordinary contributions to the President’s success, and I’ve asked him to slow his departure in order to lend his wise counsel and guidance in the transition period ahead.”

The White House chief of staff also announced a string of other new deputies: Ron Bloom as assistant to the president for manufacturing policy on the National Economic Council; Emmett Beliveau as chief of staff to Daley; Jon Carson as director of the Office of Public Engagement; Danielle Crutchfield as director of scheduling and advance; David Cusack as director of advance; Mike Strautmanis as counselor for strategic engagement to the senior adviser; Jessica Wright as director of scheduling; and Brian Deese as special assistant to the president and deputy director of the National Economic Council.

“In coming days, I hope to clarify further the roles each of our offices needs to play, so we can continue to work together in the highly productive way that we must,” Daley said.

The wave of changes comes as other high-level advisers are stepping down. Senior adviser David Axelrod and Deputy Chief of Staff Jim Messina are leaving Friday for Chicago to jump-start Obama’s 2012 re-election campaign.

Aides also confirmed this week that Carol Browner, the White House climate and energy czar, is leaving. Browner’s last day is unclear, but she will “stay to ensure an orderly transition,” a White House aide said.
