Elijah Jefferson of Clinton, La., protests on the East Front of the Capitol on Monday, alleging that Buddy Caldwell, attorney general of Louisiana, has failed to prosecute hate crimes committed by whites against blacks. Jefferson said he was shot at by members of a hate group.
