Fundraising Poses Ethics Issue for Senator

Like many of his peers, Sen. Tom Harkin wanted to leave as a legacy a university center bearing his name. Today, that effort is in shambles and is raising questions about fundraising under congressional ethics rules. See Wall Street Journal article.
