While organizations are seeking to change campaign finance and lobbying laws and regulations, they still must file disclosure reports on their own lobbying activity, if they meet the standard requirements.

For the second quarter of 2013, the following organizations filed lobbying reports:

Public Citizen $70,000; Common Cause $30,000; U.S. Public Interest Research Group $25,115; Sunlight Foundation $15,760; Democracy 21 $15,000; Brennan Center for Justice $10,065; Citizens for Responsibility and Ethics in Washington  $10,000; Campaign Legal Center – Less than $5,000.

It is unclear whether Public Campaign is lobbying. The organization last reported for the second quarter of 2012 but has not filed since, nor filed a termination report. Their lobbyist and CEO, Nick Nyhart, also stopped reporting after filing for the second quarter of 2012, nor has a termination notice been filed.

Update 7/30: Public Campaign filed their reports today for the last two quarters of 2012 and the first two quarters of 2013. For the second quarter of 2013 they reported spending $12,153 on lobbying.
