Those who have spent enough time on Capitol Hill know not everyone can see the Budget Bunny, but that doesn’t mean he’s not real. Like a zero that is not worth anything on its own, the Budget Bunny is there but not there, filling in the gaps in numbers … which brings us — and the fiscal 2016 budget — to this week’s Capitol Quip.
