When asked why legislation to defund Planned Parenthood was not included in the omnibus, Speaker Paul D. Ryan said Thursday that that will be accomplished through a reconciliation bill in January of 2016. “The reconciliation bill was the vehicle we chose long ago,” Ryan said. “We knew we couldn’t get it through the Senate in any other way. We’re going to bring it up and have it pass, I think the first week we get back after the new year.”
