Speaker Paul D. Ryan said Thursday he intends to have the House pass 12 appropriations bill through regular order next year. He expressed his distaste for the recent process of appropriating spending through overstuffed bills. “You know I don’t like this process,” Ryan said. “I don’t like the way these bills come together because I think we should do these separately through what we call regular order. Next year we’re gonna do things differently.”
