Senate Majority Leader Mitch McConnell outlined what he hoped to hear Tuesday night from President Barack Obama, ranging from a plan to defeat the Islamic State to the economy to keeping the prison at Guantánamo Bay open. “Guantánamo ought to stay open. It’s the perfect place for terrorists,” McConnell said. “The president likes to kill terrorists, and I think that’s great, I’m all for killing terrorists. But even more important is to capture terrorists and interrogate them and try to find out what they know.”
