Ryan Makes Last Appeal for GOP Votes on Spending Bill

Speaker of the House Paul D. Ryan addressed members before the final vote to fund the federal government through September when fiscal 2017 comes to an end. The package, which passed the chamber 309-118, heads to the Senate.
