The new chief of staff, retired Gen. John F. Kelly, has been in his position for just a few days but he has already seen the ousting of the communications director, Anthony Scaramucci. Meanwhile, President Donald Trump is looking for a legislative victory, possibly a tax overhaul. On the latter issue, he faces a tight deadline.
