As of Monday afternoon, President Donald Trump’s agenda still included a trip to Texas to survey the record flooding in the wake of Hurricane Harvey. He’s also expected to announce guidelines for a tax reform plan that’s likely to include plenty of tax cuts, but no real plan on how to make it happen.
