Republican leadership has said they’ll unveil an outline of their tax overhaul plan the week of Sept. 25. But between House leaders like Speaker Paul D. Ryan and hardline conservatives like Freedom Caucus Chairman Mark Meadows, a consensus on how to proceed may be difficult to come by. Here are three hurdles the party faces in achieving their tax overhaul ambitions.
