Everyone knows Sen. Rand Paul has a problem with government spending, and at a subcommittee hearing he chaired last month the Kentucky Republican dwelled on some government-funded research that sought to determine an age-old question: Whether quails want to have more sex once they’ve given cocaine. CQ reporter Kellie Mejdrich explains what’s going on and the study’s scientific purpose.
