Ryan Says There’s a ‘Smarter’ Way to Go on Tariffs

Speaker Paul D. Ryan commented Tuesday on President Donald Trump’s proposed tariffs on steel and aluminum, saying he is urging the president to take “ a more surgical approach” to instituting tariffs and focusing on countries where there is abuse.
